Add Internal Notes after Project Acceptance

It would be nice to add installer/internal notes to areas after the project is "accepted". Right now, we have to set project back to "draft", then manually "accept" after adding notes. A lot of times, we don't spend the time to write up a full installer/internal notes until after we have won the project, to save time and money.

Yep, this is existing feedback, and we've already completed it and it's coming in next weeks build!!! (don't get used to this turnaround speed)
Basically, we're going to unlock the installer notes field when the proposal is accepted. We've unlocked supplier cost and Ability to change default supplier. These were all annoying things to have to change when we required you to flip the status back to draft.
